What will change as of 1 January 2020?

1. Stricter conditions for admission from 1 January 2020

The norms will become more stringent in 2020. Vehicles will have to have a higher Euro norm to enter the LEZ. This will ensure the LEZ remains an effective measure for cleaner air in the city. 

Always check whether your vehicle is admitted.

* For trucks over 3,5 tons the EEV (Enhanced Environmentally friendly Vehicle) is used. This EEV is equivalent to Euro norm 5/V.

Agricultural and forestry tractors

As of 1/1/2020, only agricultural vehicles with emission norm phase IIIb or higher may enter the LEZ.

2.Permits after payment

Some vehicles that do not have the required Euro emissions standard may temporarily enter the LEZ after 2020, after payment:

  • Euro 4 diesel vehicles
  • Some Euro 3 or Euro 4 professional vehicles
    • Equipped for the monitoring, control and maintenance of infrastructure and installations of public interest
    • Equipped for emergency situations or rescue operations, for the fire department, the police,…
  • Vehicles older than 40 years
  • Thanks to this transitional arrangement, drivers of these vehicles have the time to find an alternative. Temporary permits for the period after 2020 can be requested from September 2019. A purchased permit is only valid in Antwerp’s Low Emission Zone.

3.Vehicle registration from 2020

Some vehicles must be registered before they can enter the LEZ:

  • Vehicles with a foreign number plate
  • Vehicles with a better Euro emissions standard than listed on the vehicle registration documents
  • Vehicles of people with disabilities

1. Vehicles with a foreign number plate

All vehicles with a foreign number plate must be registered. This does not apply to Dutch vehicles as the RDW has shared its data with the city.

The valid registration of a foreign vehicle is based on the registered Euro emissions standard. Example: have you already registered your Euro 5 diesel vehicle with foreign number plate to enter Antwerp’s low emission zone? Then there is no need to do this again. Your vehicle may enter the LEZ until 31/12/2024.

2. Vehicles with a better Euro emissions standard than listed on the vehicle registration documents

This registration is only necessary for vehicles of which the correct Euro emissions standard is not listed in the DIV database. The LEZ database can be corrected if this value is higher than the Euro emissions standard that was calculated based on the date of the vehicle’s first registration. Have you already registered a higher Euro emissions standard for your vehicle? Then there is no need to do this again. E.g., if your Euro 2 petrol vehicle was not yet registered, then you can do this now. This vehicle may then enter the city until 31/12/2024.

There is no need to register these vehicles again if they have already been registered and may enter Antwerp’s low emission zone.

3. Vehicles of people with disabilities

Vehicles of people with disabilities that do not have the right Euro emissions standard may continue to enter the LEZ after 2020 if they are registered. The conditions that apply to these vehicles have remained the same.

If you previously registered your vehicle for the low emission zone, you will have to do this again for the period after 2020. All current registrations are valid until 31 December 2019.

All these registrations entitle these vehicles to enter any low emission zone in Flanders, including the LEZ of Ghent. They are not valid in Brussels.

You can register a vehicle or buy a temporary permit from September 2019 at www.sna.be/LEZ. The city will organise additional registration sessions in the autumn to assist people without a computer.

4. Diesel euro 3 with a particulate filter will be no longer admitted

All registrations of a Euro 3 diesel vehicle with a particulate filter expire on 31 December 2019. As of 1 January 2020, these vehicles will no longer be admitted to the low emission zone. Only vehicles with an LEZ day pass or the exempt vehicles of persons with disabilities will still be admitted.

4. LEZ day pass from 2020

Vehicles that are not eligible for admission or registration can still enter the LEZ with an LEZ day pass from 1 January 2020. You can buy up to 8 LEZ day passes for every number plate.

An LEZ day pass costs 35.00 euros.

5. Further restrictions from 2025

The rules will become stricter as of 2025. Petrol or LPG cars must at least have Euro emissions standard 3 as of that year while Euro emissions standard 6 will become the norm for all diesel vehicles. From September 2027 onwards, all diesel vehicles must comply with Euro standard 6. From 2025, the norm for petrol or LPG cars will be Euro 3. As of January 2028, Euro standard 4 applies.

Please take this into account if you are intending to buy a new or second-hand vehicle!
